Can differentiation help to develop community integration?
The Robert Schuman Foundation has published the entire European Issue on the theme of differentiation. Just a few weeks after the Irish "no", Thierry Chopin and Jean-François Jamet put forward an analysis of the possible means to overcome the inevitable obstacles linked to diversity and potentially the heterogeneous nature of the collective preferences of the EU Member States, notably by means of differentiation. The first part demonstrates the basic theories behind differentiation, the precautions to be taken and the role it has played in community integration; the second part looks into types of differentiation and to institutional means for "enhanced co-operation". The final part looks into the areas where differentiation may be used and applied notably in terms of the economy and social areas - and also in "regalian" areas (defence, freedom, security and justice).
